A behind closed doors decision by the Leader and Deputy Leader of Lancashire County Council has seen the authority submit a bid to create three sprawling mega councils in the county.
The proposal would also see an Elected Mayor elected covering the whole of the area who would have overall control.
Lancashire County council has submitted a bid to create a Greater Blackburn, Greater Blackpool and Central Lancs mega councils to the Government.
If approved, local people will lose control of local services, with decisions taken in Town Halls miles away.
Cllr. David Whipp leader Lancashire Lib Dems said: "The decision to do this hasn't had any democratic scrutiny, as it was made behind closed doors as a matter of "urgency".
"With the residents in the country facing the worst crisis since the Second World War, there couldn't be a worse time to shuffle the chairs on the deck of the Titanic... What about dealing with Covid 19 and the economic crisis, rather than faff about with costly reorganisations?
"It's clear that the Leader of the county council is determined to drive through his agenda and create a supremo role that'll concentrate power into the hands of a single person.
"This is a disaster for local residents and local democracy."
We the undersigned call upon the Secretary of State to refuse to set up monster unitary councils and instead keep district councils such as Pendle and Ribble Valley which are responsive to local people's needs.
